Community Care: Emergency and Urgent Care

Overview

When VA facilities can't provide timely or accessible care, eligible veterans can receive treatment from civilian providers through VA Community Care. This program covers both routine urgent care and emergency situations.

Pro Tip: Can't get a timely VA appointment? Community Care lets you see civilian providers on the VA's dime. Know the eligibility rules—if the VA can't see you within their own standards, they have to send you out.

Urgent Care Services

Urgent care handles health issues that need prompt attention but aren't life-threatening: - Respiratory infections and flu - Strep throat symptoms - Muscle strains and minor sprains - Skin infections - Ear infections - Small cuts needing stitches

Key Point: VA notification is not required before using urgent care.

Who Can Use Urgent Care

All three conditions must be met: - Active enrollment in VA Healthcare - Treatment at an in-network urgent care provider - VA or Community Care visit within the past 24 months

Using the Benefit

  1. Tell the provider you're using VA urgent care benefits
  2. Confirm they participate in the VA network

Prescription Coverage

Urgent care prescriptions from in-network providers: - 14-day supply maximum - No refills included - Fill at in-network pharmacies, VA facilities, or out-of-network (with reimbursement request) - Must fill in the same state as the visit - Opioids capped at 7 days - Longer supplies require VA pharmacy processing

Emergency Care

What Qualifies as an Emergency

Life-threatening situations requiring immediate intervention: - Heart attack symptoms or chest pain - Breathing difficulty - Uncontrolled bleeding - Unconsciousness - Stroke symptoms - Traumatic injuries

VA Coverage for Emergencies

The VA may cover emergency care at non-VA facilities when: - Treatment delay would endanger health or life - No VA facility could be reached - Care addressed a service-connected condition, OR - The veteran maintains VA healthcare enrollment

What to Do

  1. Dial 911 or go to the closest emergency room
  2. Get stabilized
  3. Contact VA within 72 hours of hospital admission
  4. Request VA facility transfer when medically appropriate

MISSION Act Access Standards

The MISSION Act expanded community care access when: - VA can't meet designated wait time standards - VA can't meet designated drive time standards - Veteran and VA mutually agree community care serves the veteran's interest - Required services aren't offered at VA

Wait Time Thresholds

  • Primary care: 20 days
  • Mental health care: 20 days
  • Specialty care: 28 days

Drive Time Thresholds

  • Primary care: 30 minutes
  • Mental health care: 30 minutes
  • Specialty care: 60 minutes

Reimbursement for Out-of-Pocket Payments

If you paid for emergency care yourself: - Submit VA Form 10-583 - Attach itemized bills and payment proof - File within 2 years of the service date
