Benefits Delivery at Discharge (BDD) - Complete Guide

BLUF: Active duty members can file disability claims between 180 and 90 days before separation. Get this right, and your rating decision could arrive the day after your DD-214. Get it wrong, and you're waiting in line with everyone else—months behind where you could have been.

What BDD Accomplishes

BDD positions you to receive a disability rating immediately upon becoming a veteran instead of waiting months after separation. The program exists specifically so you don't experience a gap between leaving service and receiving compensation.

Who Can Use BDD

Eligible service members: - Active Duty personnel 90-180 days from separation - National Guard/Reserve members on Active Duty orders within the BDD window - National Guard/Reserve members on Title 32 orders within the BDD window

Not eligible: - Anyone with fewer than 90 days remaining (file a standard claim instead) - Veterans who previously had conditions denied (must use appeal routes)

The Critical 90-Day Deadline

Your Service Treatment Records (STRs) must reach the VA no later than 90 days before your separation date. Miss this deadline, and the VA removes you from the BDD program entirely.

Required Documentation

Separation Health Assessment - Part A Self-Assessment (SHA, Part A) This form must be completed and submitted with your STRs.

Access your records: - MHS Genesis Patient Portal: https://patientportal.mhsgenesis.health.mil/

Upload evidence: - VA QuickSubmit: https://eauth.va.gov/accessva/?cspSelectFor=quicksubmit

Private Medical Records

If you received treatment outside military facilities, hand-deliver those records to your base medical department. They need to become part of your official service treatment record before submission.

How to File

Online method: Submit through the VA.gov disability claims section

With assistance: Work with a Veterans Service Organization (VSO), attorney, or accredited claims agent

First-Time Filers

Your initial claim requires your personal signature on the paperwork—representatives cannot sign on your behalf for first claims.

What to Claim

  • List every condition affecting you, whether diagnosed or not
  • Separate distinct injuries (don't combine "shoulder strain" and "shoulder labral tear" as one claim)
  • Be specific about affected body parts (left vs. right vs. bilateral)

Timeline Expectations

Event Typical Timing
C&P exam scheduling ~2 months after filing
Exam reports available ~30 days post-exam (via MHS Genesis for BDD)
Rating decision (ideal) Day after separation
Rating decision (realistic) 1-3 months after separation

Why Decisions Can't Come Earlier

The VA cannot finalize your rating until the day after your official separation date. No matter how quickly exams complete, the decision waits for that date.

Examinations

The VA schedules Compensation and Pension exams approximately two months after you file. Multiple conditions often require multiple separate exams—dental, mental health, TBI, vision, and hearing typically have dedicated appointments.

Exams Before Separation

C&P exams scheduled before your separation date don't remove you from the BDD program. If exams don't complete before you separate, they continue afterward without penalty.

Exams After Separation

If your exam occurs post-separation, the BDD claim continues processing normally. You're still in the program.

Stationed Overseas

Overseas Military Service Coordinators (OMSCs) handle C&P exam scheduling for service members outside the continental United States. Contact the appropriate OMSC by region:

Region Contact OMSC for
Europe Germany, Italy, UK
Pacific Japan, Korea
Africa, Central Asia, Middle East, South Asia, West Asia Germany/Italy/UK OMSCs

Important Rules

Keep your location current The VA needs to reach you for exam scheduling and notifications. Update your mailing address, email, and phone number whenever they change.

Intent to File doesn't apply For BDD claims, your effective date locks to the day after separation regardless of when you submitted an ITF. The ITF protection mechanism has no function here.

All conditions evaluated as primary Unless you had a documented pre-existing condition, everything goes through primary service connection evaluation.

When Plans Change

Separation Date Moves

Call 1-800-827-1000 immediately to notify the VA. Your exam scheduling and claim processing depend on accurate dates.

You Decide to Stay In

Submit a personal statement explaining your situation. This prevents potential overpayment debt if benefits were calculated expecting your separation.

Adding Claims Inside 90 Days

New conditions claimed with fewer than 90 days remaining create a separate standard claim. Your original BDD claim continues processing independently.

Common Questions

Will my rating really be ready the day after I separate?

Ideally, yes. Realistically, the VA often needs 1-3 months post-separation to finalize decisions. The BDD program puts you at the front of the line, but it can't guarantee same-day results.

What if I don't get scheduled for exams before separating?

You remain in the BDD program. Exams proceed after separation, and processing continues normally.

Can I access my C&P exam results?

BDD claimants can view exam reports approximately 30 days after completion through MHS Genesis.
